Are session beans contoller or model in MVC pattern

Maybe either, maybe neither. It all depends what you do with them.

When will the Session Facade most likely have to be changed: When business logic changes, when presentation to the user changes or when the form of user input changes?

A typical session facade would be used to model business logic. If they are completely oblivious to the the presentation tier, they should be part of the Model.

Yes, if they model business logic (which seems to be the case to me, too), they are certainly part of the model.
