Is Fowarder-receiver promiscuous?

From Non-Software Patterns' Forwarde Receiver:
Note passing is efficient inter-process communication. A forwarder knows the location of potential receivers, but does not need to know the location of the ultimate destination.

Does it mean that forwarder forwards irrespectively of who/where are the destination?
and that the delivery of message to destination is not assured?
