In OOAD which phase(OOA / OOD) decides the technology ?

Analysis is more about the problem, design more about the solution, so I'd say design. In anyway, it shouldn't be a *phase*, though. They need to be done concurrently. And you shouldn't decide on a particular technology before you absolutely have to - the longer you wait, the more information you have to base your decision on. So it really doesn't matter that much wether it's analysis or design.
