Hahaha. Whoops! I (hope) obviously meant to say "less than 1 year of experience..." I have changed the original posting.
Don, as for paying to come for the interview, we have not done so yet. Our typical candidate pool includes people who are looking to move to Indianapolis, and those people tend to have visits already planned.

    Hey All,
We are still growing in our Indianapolis office and seeking Java developers with 1-3 years of experience. These are real positions and we are hiring NOW.
The full details can be found on our website at http://www.sark.com/careers/job_detail.aspx?job_id=15 (You can apply online there, but please mention Java Ranch so I can track the response.)
There is some flexibility in the required skills listed, but the bottom line is that the candidate has to be a solid Java web programmer.
We're an awesome company with tons of solid people and leading edge projects. Check out www.sark.com for more info.
Not to bum anyone out but some things are not flexible:
We cannot pay for relocation, but we will consider out of state canidates
We cannot provide Visa sponsorship, not now and not in a year
We cannot consider people who have less than 1 year of experience, and cannot pay more than 60k to people with more than 3 years of experience

I personally would not advocate lying, since any good company will figure it out once it comes to details. I do think that open source and self-study are viable options for learning.
However, if a job requires 2+ years of experience and you don't have it - these days it will not matter what you've done on your own to get better. The job still requires 2 years of work experience. I think you need to be "best of breed" at your level and you can do that by participating in open source and self-directed projects. Most candidates do not make the effort.

I don't think it's worth the extra year. I'd be more interested in what you did to complement the curriculum rather than the curriculum itself.

Why do they need to know? Presumably the person hiring you is a competant hiring manager. He should be able to evaluate your worth based on your skill set and what you can do for his organization. He should not need to rely on what someone else paid you. If he cannot do this, I question is managerial abilities.

Take this hypothetical: Candidate was hired away from his Dot-Com employer during the "boom time". His value to the dot com was quite high, because they badly needed to grow or show progress to a VC firm or go to market or whatever. To be lured away from that lucrative job, the next company had to bump the candidate's pay even further. Now the second company is going under and, although the candidate feels secure for the time being, he or she wants to begin looking outside. The economy is suffering. Unemployment is significantly higher than when the candidate last obtained a job.
The candidate is now making 90k in a market that values his/her skills at 55-70k, depending on the exact skill set a company is seeking. The candidate feels that he/she is worth 90k + a little more, because salaries have been frozen for quite a while at the company and the candidate has not had a review in a long time.
Personally, I don't want to wait until after several interviews to enlighten this candidate. I want to know how well he or she has considered "market rate" and salary desires. I see this situation all the time.
I think it pays to consider carefully what sort of salary you would really accept for "the right job." Believe it or not, I have paid people more than their asking price. That does not make me stupid; it just means that when we have completed our evaluation of the candidate he or she turned out to be worth more to us and "market rate" than the candidate thought. Underpaying candidates who "don't know their value" is not a wise policy unless you're looking to create turnover problems.
I agree with John - have a range and justify it, whether it's higher or lower than your current salary. I know people making 32k who are worth 40-45 and I know people making 90-110 who are worth 75-90.

Ideally, I bet the recruiter thought that Mark would be right. But in reality Frank is probably right. I bet that any 90% or 100% candidate who would apply to that posting would be really arrogant.

When a job ad states "Local Candidates Only," it's not always because they don't want to pay relocation costs. Here are some of the other potential reasons:
    1) Company prefers to do most interviews face to face and the process is stretched out over a couple weeks. So a distant candidate would have to fly in multiple times.
    2) Similar to above, but the company requires an interview with a client, so at least 2 interviews must be in person.
    3) The company screens all resumes "by hand" and does not have an applicant tracking system. A national pool of candidates will quickly overwhelm the "system". (which is why so many candidates say that they are perfect fits for jobs yet never hear back when they apply.)
    4) The company is looking to do a contigent offer and distant candidates create timing issues. i.e. a candidate from California cannot interview or start a job at a moment's notice in Florida.
I would venture to guess that these days most of the time when companies say "local candidates only," it's not for relocation concerns but for one or more of the reasons above.
If you are willing to pay your own way for the relo and also for transportation to the interviews, and really can move at a moment's notice, I have an idea that might get you more consideration, though I hesitate to give it.
