Ofcourse, you can send a email without having email account. You can use tools like outlook express, or you can write java application using java mail api.
To send email you will definately need some sort of account with some sort of system, even if that system is one you have created or installed yourself. What exactly do you want to do, and what mail facilities do you have already available?
