Can I also apply for it I am not in America but qualify perfectly for the position I am located in Pakistan but would manage to get US for the contract

Seems to be its a honorary position, no pay package. As per the java ranch rule, all posting shuld have a $ package.

Actually this requirement has been lightened. The current requirement is that position postings must include a city (location), or the post will be deleted.
