installation of j2sdkee1.3.1

I am having problems in installing j2sdkee1.3.1 (even after setting the JAVA_HOME , J2EE_HOME , classpath & path environment variables to their respective path)& when i used the command j2ee -verbose :I got the following error
Set the J2EE_HOME to the path of valid j2sdkee
Can anyone help with proper installation details ?
