Are there any plugins that intergrate Java Rebel with popular IDEs such as netbeans or eclipse?

There is no real need for an IDE plugin for integration, as installation is just so easy. We do have a plugin for IntelliJ IDEA to make debugging work with JavaRebel.

There are also some resources about installing JavaRebel in different IDE environments:
  • Eclipse and general Developing in Exploded Format, Developing in Unexploded Format, Configuring IDE Debugging with JavaRebel
  • Eclipse WTP JavaRebel and Eclipse WTP configuration
  • IDEA JavaRebel and IntelliJ IDEA

Does it work in clustered JVMs?

What do you mean under clustered JVMs? And note that it's a development tool.
