In this target, I want to send mail if the file.isEmpty is true:
I have been avoiding importing the ant-contrib jar..is there a way to do it without it?

Take a look at FAQ I want to execute a particular target only if multiple conditions are true.

You aren't asking about multiple conditions, but it shows use of if/unless on a target. So you could move the mail and fail part into a target that depends on the one with the condition.
