Encoding problem in Linux

Hi. I dont know if this topic is suited in here but anyway.. Im developing a web application (upload/download stuff). I deployed my server in Turbo Linux environment. The download works fine if the filename is not in Japanese but if the file name is in Japanese format, "CADHJS" gets displayed in the download popup instead of the japanese filename. I tried to output the filename that i got from the database and it was correct. There must be an error somewhere in the setting of the encoding of the response.
Please help me..
