How to include one html file into another html

Hi,
I am developing a site. It contains pure HTML pages. I have got a top navigation bar, which will repeat in all HTML pages.
Is there any way, i can have common top html and include it in all pages.
We cann't use frames in out site design. Javascript should be avoided as far as possible.

There is nothing in pure HTML that allows for file inclusion. Depending upon your web server, there are a number of server-side mechanisms that can perform this function.
The most common is SSI (server-side includes) in apache.
What web server are you running?

it is easy to do on the server side using SSI or JSP or whatever. cant do it in HTML like the others said. as far as i know. why cant you use frames? ive used frames so effectively that the user didnt even know.

actually, i just found out that the HTML object tag can be used for this purpose, although my text says that currenty Opera is the only browser that this works in.
 
Don't get me started about those stupid light bulbs.
