Dynamic Population of pulldown from CSV file

Hi,
I am creating a page to "Build your own computer" with parts to be selected from a coma delimated file. and the list must populate the req pulldowns. (has to be done in javascript.)
eg "Mother boards" - "CPU" - "Video Card" etc. I have the form working all but the dynamic population of the pull downs. at the same time on selection of an item from the pulldown a discription field below the pulldown will discribe the item selected. and the value is passed to unit price field. can any one help with the reading in the field and populating the pulldowns ..

You need a server side language to read the file and write the content to the Web page. JavaScript can not read that file.

I am conversant with ASP but the hosting server wont support ASP.
I was hoping there was a way of reading it in an filering. as it is an exported XLS spread sheet.?
