Where to put the CSS folder in web application

In terms of best practice, where should I put my css folder within my web application folder structure? Does it make sense to leave the folder at the same "node level" as the WEB-INF folder, or should I put it underneath the WEB-INF folder like I do my jsp files?

You can't put it inside of WEB-INF, because then the server will not allow access to it. It's common practice to have a top-level folder called "css" or "styles".

I usually create a top-level folder named resources within which I put sub-folders named images, styles and scripts.
