XML is not really "owned" by anyone. It's an open standard, developed by the World Wide Web Consortium ( http://www.w3.org/ ) through a long series of committees and technical discussions. Individual suppliers do produce their own implementations of XML parsers, document models and tools, but they all attempt to comply with an essentially vendor-neutral standard.
