I have reviewed the two 'bonehead' books I have on XML, Schemas, etc. Also an online XLS tutorial but have not found the answer to this problem. I have put together a sample XML & XLS file to test my skills?
XML file...

XSL file...

Output should be
Area District Rate Value
1 Name #.#### $$$$$
"" Name #.#### $$$$$
"" Name #.#### $$$$$
2 Name #.#### $$$$$
"" Name #.#### $$$$$
"" Name #.#### $$$$$
... ... ... ...

I am very green at this...as you can see :roll: I suppose I could use an list but this table thing has got me stubborn now.
TIA

Hi Donald,
Try this instead for your stylesheet namespace:
<xsl:stylesheet xmlns:xsl="http://www.w3.org/1999/XSL/Transform">
--liz
p.s. And you may want to try removing the slashes preceding the tags here:

and try it like this instead:
