I think so.
Moreover, the offer does not seems to be like 1000 vouchers per test.
Since I passed Test 145, IBM WebSphere Host On-Demand V6.0 Implementation on Nov 19.
I did not get the voucher yet.
I am sure there would not have been heavy competition for this test like XML test.

Actually, I'm going to email IBM today about it - I've not received any of my vouchers from the 20th. (Usually, they're fairly good about posting something on their site when the vouchers are exhausted.)
