For C# Certification I just went through one book thats Professional C# by Wrox but I will also recommend few more if you can offord otherwise its enough for preparation
C# Programming by Jesse Liberty O'rielly
C# Black Book
C# Windows Programming STEP BY STEP Microsoft
I would rate the Exam much difficult than SCJP.Java exam is very easy one but C# paper does not focus alot on syntax it contain only 30% syntax based questions and 70% scenario based question just near to IBM exams.
Don't forget to go through MSDN the most basic thing you can prepare very well using MSDN and tim's url that is :www.codeclinic.com as far as I remember for other resources see this post where I posted many Url's

Yes there is one you should have a thourogh knowledge of C# .NET and Visual Studio just joking there are no preriquisties
