Doubt in ejbCreate

Hi All
EJB specs says that create method in home interface should have a corresponding ejbCreate method in the bean class. But i wanted to know what will happen if we do not write ejbCreate in bean class. I have created a very small session bean with ejbCreate in bean method, as expected there is no compile time error, although it fails in verifier but it gets deployed and client class is able to call create create method and bussiness method on the bean. I had expected that the client would not be able to access it.
Any guidance on this..
