Assistance needed - JSTL/EL - tomcat 4.1.30

Would be good if someone could help/guide.
This is my jsp

Have included c.tld, c-rt.tld in the web-inf\tld folder.

Am i missing something ? This is the first time i'm into JSTL/EL.

I tried same using TOMCAT 5.0.28. got error saying end attribute should not accept expressions... so i changed to
<c:forEach var="counter" begin="1" end="3">

i am getting correct answer 1 2 3.

This is the error i got while tring your code

"According to TLD or attribute directive in tag file, attribute end does not accept any expressions"

I removed the first line from my page(trial and error) and it worked !!

<%@ taglib prefix="c" uri="http://java.sun.com/jstl/core" %> 
<c:forEach var="counter" begin="1" end="${3}">  
<jsp:text>${counter}</jsp:text>
</c:forEach>
