defining roles in weblogic 8.1 ?

i am using WebLogic Server 8.1 SP4, i want to know is there any tomcat-users.xml like file for weblogic,

i just want to create a role and an user in weblogic.

i tried using weblogic GUI admin console, but the user and role
but role and user are getting deleted on restart of server.

pls. help.
