If you are not reading HFSJ already, start reading.
Read all the JSP chapters in the sequence and read again if you still dont find yourself comfortable.

J2EE tutorial gives good background.

Best of all, while reading, start writing tags yourself, build, deploy and start using them in JSP pages.

Hope this helps.

When I took the test a couple years ago I did horrible on the tags questions because I had never written any on my own.

The best way to study the topic is to write your own custom tags and see them work. After doing the work, what once seemed difficult becomes very simple. You should be able to find many tutorials on custom tags using your favorite search engine.
