Assuming that <%@ taglib uri="/utils" prefix="util" %> occurs before the use of the custom tags of the tag library named utils, identify the possibly valid empty custom tag declarations.
(Assume that transpose is a valid tag in the given tag library.)

The correct answer is (2) .Why not also (1) ?

Who says it is not correct?

1. <prefix:tagname/>
2. <prefix:tagname></prefix:tagname>
and the one containing <jsp:attribute name="">value</jap:attribute> in the body are all correct versions of empty tag

In the question itself it is given clearly that u've to choose 2 options..then obviously 1 & 2 are correct.
