Can we use Java.nio .. java.util.logging ?

Hi guys,
I�m about to start my scjd design I need to consider using a few packages, which are included in J2SDK1.4
But the requirement document says

And I honestly think this is not a over kill,we are going to log our system even in a system.out.println anyways why not use a api provided for logging to do it ( future enabled )
and java.nio has some nice feautres which is worth looking in to
And I dun want to assume things here ..
I would like to hear about your opinions and suggestions or who to contact to get a definite answer for this please
