If a user is accessing the system in network mode and another user is accessing the system in non-network mode how can I handle the record locking?

Any input would be greatly appreciated.

In my case, locking is handled at the Data class which is used both in networked and standalone modes. However, in standalone mode, no networking is allowed, which means the server is not running - which means there would be two programs accessing the data file at the same time, which is ok to ignore as per assignment.
