Your question is very vague. If you want to create a URL that points to the same portlet instance, use

renderResponse.createActionURL and renderResponse.createRenderURL

You might even want to explore some of the JSR168 custom tags as well, such as this one:

<portlet:renderURL>

Essentially, these solve the problem of linking back to the portal. External hyperlinks to external sites are business as usual. It's only links back to teh portal that get complicated.
