Which program can I use to develop applications for the PDA profile?

never developed for PDA but I don't think it is different from mobile phones development (java ).
I use:
IDE: IntelliJ idea
MAKE: ANT by apache

I think IBM J9 (e.g., Nokia 9500 Communicator) now has support for the "PDA profile". (it was renamed to the file I/O and PIM optional package)
