about at command?

I'm quite new to dealing with AT commands.
Whenever I try to dial out using ATD<some number> I get the response "NO CARRIER".
Is there anything I need to do for setup before executing the command?
Something obvious I'm missing?

Any information is so appreciated.

Do want a data connection or a voice connection? The latter needs a ; at the end. You manage to issue AT commands from a MIDlet? To what AT command interface do you talk?
