scjp voucher help very urgent

I am in India(mymbai) i contacted the prometric center but they told that it wiil take more a month for the voucher to come, but if the voucher comes by november end then i will not be able to get the 30% discount on the voucher .can any body tell how to book the voucher so that i can recieve it definatly by mid of november. is there any way to get the voucher instantly?
please help
