Jar files locally as opposed to on the server

On my webserver, i have a jar file that all applets share. the directory structure is like this:
/library.jar
/applets/applet_a/<class and html files for applet_a>
/applets/applet_b/<class and html files for applet_b>
..and so on
the html code for the applet is:
<applet archive="/library.jar" code="Applet_a.class" width=720 height=500>
that works fine. again, the html file is in the same directory as the applet, and the jar file shared by all applets is two directories above.
My problem is for the life of me I cant get this directory structure to work locally. Ive tried every permutation of path, archive, codebase, and so on...cant seem to get it to work. Im on win2k, using java118
Any help would be great.TIA
