The mark for review is nothing more than a tool to help you take the test. it does exactly what it says it does - it marks certain question that you want to review. When you've gone through the entire test, you can go back an look at just the questions you have marked. It saves you from reviewing questions you were sure of the first time through, thus preventing you from wasting time reviewing those.
It has no bearing on how your test is scored, whether you can end the test or not, or anything else.
You really don't need to worry about it. It is a tool to help you, not make things harder.
