Hi Ranchers!

I am preparing for SCJP and I am finding problems in the Bitwise operators.

I simply don't get how >>, <<, >>>, ~ work.

I am also not very good at number systems.

I just want you to give me a good source where I could study number systems in short and about these operators.
I could have googled it but I am so confused with these operators that I don't want to get confused any further.

Thanks in advance,

Ranch Hand
