I would like to know how a server's Java programs could convert incoming messages from EBCDIC to ASCCI (or Unicode). The message format could include a flag that would indicate the message's encoding (EBCDIC/ASCII) in a way that is common to both types of encoding.

One way would be to use XML as the xml prologue contains the encoding and major parsers will understand these character encodings.
