problem setting up comm API on NT 4.0

Hello All,
I download java comm api and now I want to setup so that it should find the serial ports on my PC. I have windows NT 40 box with SP 6 installed. I am using jdk_1.3. I did all the steps as the comm README file suggests (placing comm.jar, win32com.dll and .properties file) but still its SerialDemo sample program didn't find any serial port on my PC.
Plz HELP as I am in the middle of some very important project right now and it totally stucked me there.
