Where do I put a txt file to make sure that my class will always find it? Do I put it in the same directory as the .class file? I have done this and created a jar file holding the .txt and the classes and still the file is not seen.

I'm not 100% on this, but could you include a
.properties file in your jar with the file location in that
, even if it's just a relative path ?
just a shot in the dark...
