That's a term traditionally used for doctors (although directly applies to most medical personnel). "Bedside manner" refrers to how a doctor interacts with a patient. In the medical profession, its very important to be able to put the patient at ease, and show compassion.
Used outside the medical field, I would suspect it means personality and/or ability to interact with customer.
