java -Djava.security.manager dosent work.

Hi ,
When I run an application without secutiy manger, it has acces to all the resources. But even with java -Djava.security.manager
coomand it seems to have all the access . I have not given the permission by the policy tool. The code and explanation I am following is from sun tutorial.

If the permissions for getting the properties have not been given I can only think that the class has been loaded from the bootclasspath or the extension directory and that gives them the AllPermission
 
Don't get me started about those stupid light bulbs.
