I want to pursue Masters in Computer Science in U.S. I am a SCJP for JDK 1.5 and SCWCD for J2EE 1.4. I wanted to know whether being sun certified enhances my chances of getting to top universities(among top 3) given that my undergraduate grades are very good.

Why not try and work there. There is no substitute for hands-on work experience.

I want a masters degree and then surely I will work there. After some years of work exp , I will go for a Phd.

It doesn't matter what your grades are (good or bad), certifications have zero bearing on not just the top 3 masters programs but at least the top 50 if not 100. Those certifications are about programming [I'll save everyone my speech about how they're about regurgitation and not programming, and just take them at face value for the sake of this discussion] and not computer science.

As for a PhD, what do you think a PhD does for your career that a masters doesn't? I want to make sure you're getting a PhD for the right reasons.

I'd like to add to this: If you wish to conduct research then you should go for the PhD. However, if you wish to work as a developer then you wont benefit from the PhD.
