A quick search on freshmeat.net found this:
http://jwizardcmponent.sourceforge.net/
Never used it myself, so I can't vouch for it.

JIDE Software has a JIDE Dialogs product which has a wizard compnent. It supports both Microsoft Wizard 97 standard and Java L&F standard. Even though it's not free, it's only $99.99. If your project is open source or educational project, it costs $49.99.

See details at http://www.jidesoft.com/products/dialog.htm.
