can I do loop inside jsp:include

Hello.
I have file2.jsp can accepts parameters from file1.jsp
But, the problem is param2's values have more than 1 values.
The first idea I can think it to make the loop. But, can I do the loop inside the <jsp:forward>? How can I approach this?
