about j_security_check

i have created one welcome file named index.html and provided it action attribute as j_security_check password as j_password that is i want to test
FORM base authentication but when i hit submit button browser show 404 no resource available i also configure my web.xml so tell me what is wrong

what is the username , is that j_username ?

For form-based authentication to work, the HTML form given by the
form-login-page must have an ACTION attribute of j_security_check, a
username textfield named j_username, and a password field named
j_password.

If you have it as above and still having problems, then post your web.xml file. May be there is something that's missing.
