How do I create an applet/application that can be used over the web, for people to send me files and for them to go into a specified directory on my server? (not get emailed to me?)

An HTML form with a file input field, submitting its data using the POST method. On the server side you'd want to use a servlet. There's a fair bit of coding involved in handling a POST request, use the O'Reilly servlets package or, rather more ambitiously, the Struts MVC framework. If you get stuck, the folks over at the Servlets forum will be able to help you.
