Without any more information about what exactly you're trying to do, I'd say check out the javax.crypto package.

if the encryption / decryption logic is in a class file, how to prevent someone from 'decompiling' the class file?

Much of the best encryption logic is very public and has been reviewed and attacked by many experts. Encryption logic that you make up and hope to keep secret might deter polite, law abiding folks, but it is likely to be ineffective at stopping smart crackers. Try to find a well proven library for your encryption.
