A ResourceBundle backed by Properties is meant for this kind of thing, and supports internationalization should you ever need it. I always make sure I can purge any cached data and reload from the file without restarting a server, so that's a little extra work on top of regular properties.
A good question is never answered. It is not a bolt to be tightened into place but a seed to be planted and to bear more seed toward the hope of greening the landscape of the idea. John Ciardi
