hello,
I have downloaded the comm.jar from java.sun.com for Windows(it says general).
I have set the classpath too.
Now I wrote a simple program to list the ports . It compiles but during execution it throws the following error :

Error loading SolarisSerial: java.lang.UnsatisfiedLinkError: no SolarisSerialParallel in java.library.path
Caught java.lang.UnsatisfiedLinkError: readRegistrySerial while loading driver com.sun.comm.SolarisDriver

Please tell me what needs to be done.

It may have changed again, but last time I checked, the comm.jar from the Sun site was not available/supported for Windows.
Searching around, I found people complaining that the last version was no longer working in Windows and I found references to a previous version that was no longer available for download officially.
You can either look for the old version (like mentionned in this thread or look at some alternative like rxtx.

Yes, the javax.comm API version 3 is not available for Windows. But version 2 is still available; see here for the download link.
