First do a search to find an ftp tool. There are several on the web for free. Get it loaded on your pc.
When I do ftp, I go into dos, get into the directory with the file, type
>ftp 999.147.152.25 (or whatever)
>cd to the directory that you want it to land in
>put myfile.html myfile.html
My ftp tool uses quit to get out.

On this vein, what are the (highlevel) steps for setting up an FTP area on my WebServer where remote clients can FTP software upgrades/releases from?

Most browsers have some sort of support for FTP built in... they basically just show a list of files and directories... if you click on a file it downloads (or displays if it is a format the browser understands...), if it is a directory, the listing of files and directories is shown for that directory...
