Small Saving Schemes of Govt. of India

I am willing to invest some money in government small saving schemes ,which are as follows:

1. Kisan Vikas Patra (taxable returns)
2. NSC(National Saving Certificate)(tax saving ,taxable returns)
3. RBI Relief Bond( no tax saving ,8 % tax free returns )
4. Post office monthly deposit schemes.

Please ranchers let me know which I should choose and why ?

March (ending month of Financial Year India) is not so far away. Hence many people are asking this kind of question.

Even I need to plan about my tax, will do this weekend. I will let you know my plan next week.

Also I would like to know ranchers opinions about ELSS funds (Equity Linked Saving Scheme).
One good fund I can see is reliance tax saver nav 10. 54.
Others are already established funds like HDFC tax saver,Magnum Tax Saver etc. but they have
relatively high nav.
Also SBI fund manager has just left,Fidelity is also launching a ELSS fund soon.
