failover in websphere (when one cluster fails, another cluster should take over)

I m trying to implement failover in websphere..

my scenario has two clusters - say cluster1 and cluster2
and clone1 is cluster member of cluster1
and clone2 is cluster member of cluster2

the default application is installed on both cluster1 and cluster2 (using ear file)

please help me to implement failover in websphere when two clusters are involved. ie when cluster1(clone1) fails cluster2(clone2) should take over
