I think this is about ServletContextListners. They are declared in the web.xml DD. At context initialization, they are notified in the order in which they are declared in the web.xml i.e. the listener declared first, will be notified first. But on context destruction, they are notified in the reverse order of their declaration i.e. the one declared last is notified first...
