simple questions about skinning a portal.

I have a JSR 168 compliant portal application that we want to add skin functionality. Currently all the CSS and images are on the portlet consumer.
I have to make the producers availble to external applictions from the company.

We do not want to supply some huge directory of CSS files and images to all the external consumers. We would like some way of moving producer specific CSS files and images into the producer. then a request comes in have the producer send it's specific css and images. The consumer would only then have to change a few skin spefic css files.


Is this possible???
