what is the difference between the usage

Well, as I'm sure you already know, one is an attribute and the other is an element. I expect you're asking why you would use one instead of the other when you're designing an XML format.

If you google "xml attribute versus element" you will see a lot of pages which discuss this issue. Here's the first link I got:
